			<description>世界貿易組織 (WTO) 談判進度緩慢，很多國家為提早互相降低關稅，近年來開始來簽自由貿易協定 (FTA) ，有簽的國家就免關稅，沒簽的要高關稅。自由貿易協定簽的愈多，對產業競爭就更加有利。到 2009 年 10 月止，國際間已經有 266 個協定生效。 兩岸經濟協議 (ECFA) 是符合 WTO 精神之經貿協定，也是規範兩岸未來經貿往來的法律文件，可確保未來兩岸經貿往來的穩定及可預測性。 　　為何要簽兩岸經濟協議， 台灣是依賴出口貿易生存的國家，且中國大陸是我國第一大出口市場及第一大貿易順差來源國 (97 年為 355 億美元 ) ，所以現在一定要簽兩岸經濟協議，避免台灣經貿被邊緣化。 　　且未來洽簽兩岸經濟協議，政府一定會繼續管制 830 項中國大陸農產品進口，絕不新增開放項目；而目前已經開放的 1,415 項也不會降關稅。 　　兩岸簽 ECFA 以後，因為會帶動整體經濟的發展，所以台灣的農產品也會賣到更好的價格，對農業絕對有利。另外，也有很多農村子弟在工廠上班，農村子弟也會找到較多、較好的工作，才有更好的未來。</description>

			<description>Malay Night Heron mainly distributes in tropical and sub-tropical regions in South East Asia; it draws attention of international scholars because its population is extremely small. Most of Ardeidae Family birds live in groups and their main diets are fish and shrimps, but Malay Night Heron lives in the lower part of forest by eating earthworms as the main food. It likes to live solitarily in the dense of forest, and is a Ardeidae Family bird that foraging in the forest. This film introduces the appearance of Malay Night Heron, its life style, geographical distribution, as well as the way to capture food. However, the mortality rate of Malay Night Heron chicks is very high, coupled with their habitat at low-altitude forest has been very much developed by human beings, so their space of living is greatly pressed. Taiwan Endemic Species Research Institute has been dedicated to the research of Malay Night Heron to know more about this kind of bird in order to protect it.</description>

			<description>In every October, many migratory birds have gathered in the Tsengwen River estuary in Tainan; the wetland in South-West Taiwan become bustling again. The arrival of birds also attracts many bird watchers rush to this seasonal gathering which makes this region, well-known for salt production and fishery, very active. Special dolls and decorations of migratory birds touch the hearts of people, not only because these birds come afar, but also because they are endangered species. Because of these birds, people with opposite views can sit shoulder to shoulder, and calmly state their own view; because of these birds, people living in different countries can cooperate together to enhance the living opportunities of black-faced spoonbill; because of these birds, different lives can live and grow in a protected region during the winter. Flying among different regions, migratory birds act like messengers to link unrelated land and people.</description>

			<title>赤腹山雀的巢箱生活</title>

			<description>外形小巧輕盈可愛，羽色鮮明亮麗的赤腹山雀，是八仙山國家哥林遊樂區最具特色的鳥類之一。林務局東勢林區管理處特別為這些會利用樹洞築巢繁殖的小型雀鳥們量身定製高級別墅-木製鳥巢箱。三月起就有赤腹山雀出雙入對的在巢箱裡合力佈置新房，開始他們的新生活，鳥兒們孵蛋、育雛過程，透過針孔攝影機的全程監測終於逐步解開神秘的面紗。</description>

			<title>Varied Tits Nest-box Life – Rearing the chicks</title>

			<description>In order to observe the life of Varied tits, Donhshih Forest District Office of Forestry Bureau contracted Taiwan Endemic Species Research Institute and bird biologists to study them. 35 wooden nest-boxes were constructed and installed in the Pashien Mountain National Forest Recreation Area with cameras fixed on the top of the box. From the recording, we can observe how parent birds take care of their chicks until the chicks can live independently. The recording also shows the difference between male and female birds in caring chicks which have astonishing diet. Because Varied tits usually nesting in tree holes, the development of forest industry erode their habitats and may cause reduction of their population. We expect that the appropriate installation of artificial nest-boxes, together with proper management, can facilitate to increase the population of Varied tits.</description>

			<title>Wings in the sky</title>

			<description>In Chinese, Raptor in general covers hawk, eagle, eagle, falcon, harrier and other predatory birds; in the world of birds, predatory birds are sharp sky hunters. From the ecological point of view, the raptor includes Falconiformes day flying birds and Strigiformes nocturnal birds. In records, there are 30 species of hawk family and falcon family in Taiwan, among them, six species are resident birds, and the rest are mostly migratory birds and transit birds. The Crested Serpent Eagle, Taiwanese Sparrowhawk, Crested Goshawk of Accipitridae family are unique subspecies of Taiwan. After dark, nocturnal raptors mater the sky, the Strigiformes order birds, commonly known as the owl family, most of them have pleasant out looking, but are predators, they have unique night vision capability and sensitive hearing, so they can catch small animals in dark. At present, there are 12 species of owls of Tytonidae family and Strigidae family in Taiwan, among them, Tyto longimembris, Orchid Island Otus scopangle, Strix aluco, Otus spilocephalus, Collared owl are unique subspecies of Taiwan.</description>

			<title>Jacana</title>

			<description>There are total of eight Jacana species in the world and only one appears in Taiwan, usually in small quantity in Tainan and Kaohsiung in southern Taiwan. In 1989, the Government classified jacana as rare and protected animal according to the Wildlife Conservation Act. The characteristic of the appearance of Jacana is long claws so they could walk on the leaves of floating-leaved plants. Jacana mainly feeds on aquatic insects, invertebrates and buds of aquatic plants. Its reproductive behavior is different from the majority of birds that the male bird is responsible for hatching eggs and protecting the chicks; the male takes care of the nest and the female getting the food. There will be polyandry if the habitat is large enough. Jacanas nests are usually built on the leaves of water chestnut by piling up of the stems and leaves of plants. They usually mate at dawn while building their nests; their eggs are pear-shaped and take approximately 21 days for incubation. The chicks are quickly matured and start finding food just few hours after breaking the shell. Because Taiwan is located at the periphery of Jacana distribution, together with the construction and development of rural area, lead to dwindling of the habitat of Jacana. At present, staffs of Taiwan Endemic Species Research Institute are actively engaged in the research of ecological habitat of Jacana, and hope to provide more information for the conservation of Jacana, so Jacana and other organisms could live forever.</description>

			<title>The Myth of the Earth - the Black-faced Spoonbills</title>

			<description>There are more than 400 wild bird species in Taiwan and they are the most valuable local natural resource. Among these bird species, there is one lovable large white bird that draws a lot of attention in recent years; it is the Black-faced Spoonbill. In every mid-October, Black-faced Spoonbills arrive Tsengwen River estuary from the north batches and spend the winter there. During daytime, they line up in groups and sleep and rest; and usually start feeding after dark. As the climate becomes warm in the beginning of February, the golden-yellow color feathers grow on the back of their heads and around the neck of some adult birds, known as summer feathers or breeding feathers. In March and April, close to their returning back to the north, they begin to feed in quantity to build strength for their return for reproduction. Starting in March, Black-faced Spoonbills start leaving their habitat at Tsengwen River estuary and flying back to the north.</description>

			<title>Forest Singers – Taiwan’s Timaliidae Family Birds</title>

			<description>There are 16 kinds of Timaliidae Family birds in Taiwan and they are terrestrial birds; usually live alone or in pairs. Their songs are loud and clear with pleasant tones and varieties of changes. During the breeding season, the male will stand on the branches and sing to attract the attention of females, but this also draw the human beings to kill or catch them. Some people in Taiwan like to keep them in cages as pets, so the demand makes them caught as pets in largely quantity. Council of Agriculture has classified Garrulax Canorus Swinhoe, Formosan Yuhina and other six Timaliidae species as protected wild animals, and this act prohibits the hunting, catching and keeping of these species of birds. However, the strong market demand drives merchants to import them from the mainland, making the deformed chicks by hybridization of Taiwan and mainland species. These cases reduce the population of purebred Taiwan species and lead to the disappearance of their unique gene.</description>

			<description>台灣是全球蝴蝶蘭最主要供應國家，以成熟大苗運輸至國外再催花出售，為外銷蝴蝶蘭之主要生產模式。以往蝴蝶蘭需以裸根方式外銷美國，常造成根部傷害，影響植株品質。美國於2004年7月有條件同意台灣蝴蝶蘭可附帶介質出口。但有關溫室設施、栽培管理及包裝儲運等需符合美方規範。另外，為提高盆花品質及方便運輸，近年來各國逐漸要求不帶花梗之開花苗，為因應市場特殊需求，國內冬季外銷蝴蝶蘭均需進行抑梗處理。本中心以18℃、21℃、24℃、27℃等4種加溫處理與延長光照進行抑梗研究。發現溫度、延長光照及品種特性等均為影響蝴蝶蘭抑梗之主要因素。目前已有140種主要外銷蝴蝶蘭品種之測試，研究成果可供業者參考利用。</description>

			<title>第10集 台灣鯨豚</title>

			<description>鯨豚是追逐魚群的一種迴游海洋哺乳動物，在台灣豐富的海洋資源吸引下，可以發現牠們的蹤跡，又以台灣東岸海域發現的機率最高，出現的種類達二十多種，常見的種類有五種又以「瑞氏海豚」最為常見。另外還包括了「飛旋海豚」、「瓶鼻海豚」、「熱帶點斑原海豚」、「弗氏海豚」等。除了海豚以外，在台灣海域中也能看見虎鯨的身影，以及大翅鯨，也算是經常出現在台灣海域的大型鯨類之一。在1996年台灣成立了「中華鯨豚擱淺處理組織網」，為了幫助擱淺的鯨豚，也教育民眾如何確實的拯救這些擱淺的珍貴動物。</description>

			<description>台灣藍鵲，也稱為長尾山娘，是台灣特有物種，全世界其他地方都沒有發現。一百多年前，這是一種台灣常見的鳥類，但由於人類破壞其棲息地並加上濫捕，在1980年代已難以找到其蹤跡。1987年一名野生動物攝影師，在林務局扇平工作站無意間拍攝到台灣藍鵲的照片，此後三年，在台灣林業試驗所六龜分所的全力支持之下，他以無限的勇氣和耐心，拍攝了台灣藍鵲家族的生活。台灣藍鵲屬烏鴉科，是世界上最美麗的藍鵲。牠們棲身中低海拔，比較開闊的闊葉林區，但是偶爾也會出現在灌木林區和草地；食物包括水果，昆蟲，爬虫和小型鳥類。台灣藍鵲是群居動物，很少單獨出現；牠們不但具攻擊性，有強烈的領域性，也非常聰明，所以能夠在非常接近人類活動範圍的區域內生存。台灣藍鵲築巢於大樹頂端，如果沒有受到干擾，幾年都不搬家。公鳥與母鳥外型相同，無法從外型加以分辨。交配之後母鳥一般生四到六個蛋並負責孵化，孵化期間由公鳥和同群其他成鳥帶食物給母鳥。在孵化之後頭幾天母鳥留在巢中照顧雛鳥，並不外出覓食，仍由公鳥及同群其他成鳥帶食物給母鳥及雛鳥。雛鳥在孵化之後三個星期長滿羽毛，而在五個星期後就可以離巢，飛翔於附近的枝頭之間。</description>

			<description>在民間的傳說當中，金線連號稱能夠治百病，藥王、藥虎之稱，用途廣泛，藥用、食補都有，這些傳說，在國科會和農委會的協助下，已經獲得印證，今年（2009）十月，中國醫藥學院與埔里有容金線連產銷班共同發表金線連護肝健康食品」，創下了第一個本土中草藥獲得健康食品的先例。 藥王金線連變成養生食品和生物科技保健食品的推手，是一位南投埔里的臺灣女神農。南投縣埔里鎮特用作物產銷班第四班是第一家通過農委會金線連TGAP驗證的產銷班，產製的金線連膠囊亦獲得衛生署核發之健康食品保健字號，投入無限心力於台灣金線連原料生產及保健產品開發，帶動台灣金線連產業邁入農業生技的領域。 民間用藥傳說具有降血壓、降血糖、保肝、增強免疫力的金線連，在國科會十年研究，產官學農七年的研發，終於獲得印證，生鮮的金線連一斤要價新台幣至少兩三千塊，貴則五、六千塊，比人參還要貴的經濟產值。 陳姿樺所領導的埔里金線蓮產銷班，把海拔一千五百公尺的野生金線蓮移植到埔里盆地，除取得台灣金線連生產履歷驗證外亦獲得「吉園圃」認證，另外，本集還將介紹藥王風味餐，教導觀眾如何用金線蓮製作養生料理，並報導推動藥王金線連組織栽培、大量繁殖的金線連爸爸的故事。</description>

			<title>簽署兩岸漁船船員勞務合作協議</title>

			<description>兩岸漁船在相同海域作業，兩岸人民往來最早接觸就是漁民，隨著經濟快速發展，國人上漁船意願低落，致漁業勞力短缺，大陸船員因語言、文化相近，受到我漁船主青睞；政府自82年起，在不開放大陸人民來台工作之前提下，以「境外僱用、境外作業、過境暫置」政策，允許近海漁船境外僱用大陸船員。兩岸民間船員勞務合作已超過15年，過去礙於兩岸關係，未建立合作機制，致衍生船員身分查核不易、糾紛處理及事故後續處理困難等問題，造成船主權益受損，需付出大量管理成本。現行「境外僱用、境外作業、過境暫置」機制僱用大陸船員，15年來衍生挾持脫逃等問題。簽訂「漁船船員勞務合作」協議，將其制度化，可保障漁船主權益及解決管理問題。</description>

			<title>海峽兩岸農產品檢疫檢驗合作協議</title>

			<description>為解決兩岸農產品貿易的檢疫檢驗問題，防範動植物疫病蟲害藉由貿易傳播擴散，確保農產品的品質與安全，以保障農業生產安全與消費者健康，亟需加強兩岸在農產品貿易上的檢疫檢驗合作與交流，農政部門乃規劃於98年底第4次江陳會談簽署「海峽兩岸農產品檢疫檢驗合作協議」。建立兩岸官方檢疫檢驗權責機關溝通及協商之直接窗口與機制，可及時通報及解決雙方農產品進出口之檢疫檢驗問題，加速通關效率及促使國產農產品輸銷大陸更為順暢。也有助於我方掌握與瞭解其疫情、衛生安全事件及法規資訊，並可事先採取因應措施，防杜可能的疫情傳播，維護農業生產安全與國人健康。本協議僅就目前農產品貿易中出現檢疫檢驗問題建立協商、查詢、通報機制，並不涉及開放大陸農產品、市場進入之議題，簽署本協議不影響對中國大陸農產品進口管制。且本協議之執行仍須符合我國相關檢疫規定，並不影響我國現有的檢疫把關機制。</description>
